The project Support to Implementation and Monitoring of Water Management in Montenegro is funded by the EU within the Annual Action Program 2016 for Montenegro and implemented by Eptisa Southeast Europe (RS) in consortium with EPTISA Servicios de Ingenieria (ES) and SAFEGE (FRA). Main beneficiaries of the project are the Ministry of Agriculture and Rural Development and the Ministry of Sustainable Development and Tourism of Montenegro and Contracting Authority is the Public Works Administration of Montenegro. The project duration is 36 months, from November 2019 to November 2022.
The purpose of the project is to strengthen the institutional, administrative and monitoring capacities of the Montenegrin water management sector institutions in order to improve environmental protection, through transposition and implementation of the EU Directives in water management sector.
One of the main results of the project is transposition of the Floods Directive (2007/60/EC) and preparation of the Flood Hazard and Flood Risk Maps and Flood Risk Management Plans for two river basins in Montegro in order to reduce the risk of flood damage.
The Flood Risk Management Plan (FRMPs) is the key requirement of the Floods Directive (Directive 2007/60/EC on the assessment and management of flood risks) and is aimed at reducing the potential adverse consequences of significant floods on human health, economic activity, cultural heritage and the environment. The FRMP addresses all aspects of flood risk management, focusing on prevention, protection and preparedness and consider the characteristics of the River Basin Districts in which the Areas of Potential significant Flood Risk (APSFR) are located.
In practice, the FRMP provides the information and evidence necessary to support risk management decision making. The FRMP also helps promote greater awareness and understanding of the risks of flooding amongst the public, Government Departments, local authorities and other organizations. This creates the opportunity for a more proactive and co-operative approach to flood risk management.
